$110
The most basic tier. Buy this only if your budget is very limited. This tier consists of just Thrustmaster T80 gear driven wheel, which has no Force Feedback, there is only a bungee cord mechanism that returns the wheel to starting position. Consider spending more on the next tier to get Force Feedback, even if you do not know how serious this is going to get.

Thrustmaster T80$110
This is 11" wheel made mostly of plastic with rubber grip. Has gear shift paddles, 11 buttons and a d-pad. 2-pedal set is included. Rotation is 270°, there is no Force Feedback, just bungee cord mechanism. Compatible with PC, PS3 and PS4. For Xbox compatibility, see equivalent Thrustmaster Ferrari 458 Spider racing wheel.

$250
A significant upgrade over the previous tier. The wheel is still gear driven, still very plastic, but it has Force Feedback, which is going to make a difference. Also, you gain three pedal set, so there is a clutch. If you want to actually use it though, take a look at the next tier, which adds a compatible shifter.
Compatibility
Parts
Logitech G29$250
By far the most popular wheel, especially considering other (very similar) variations, like previous generations (G27, G25, etc.) or the successor - Logitech G923. Definitely a good bang for your buck, since this is one of the cheaper options with Force Feedback. The wheel is 11", it has metal frame with leather wrapping. Has metal paddle shifters, 14 buttons, 24-step dial, D-pad and rev lights. Rotation is 900°, the wheel resolution is 16-bit (65,536 steps), pedal resolution is 8-bit (256 steps). 2.1 Nm of torque delivered by a gear system. Three pedal set is included, Logitech H-pattern shifter can be purchased separately or as a bundle. Compatible with PC, PS3, PS4 and PS5. For Xbox compatibility, see equivalent Logitech G920 racing wheel. NOTE: do not buy G920 unless you really need Xbox compatibility, since the price is similar, but Xbox version has less buttons and lacks the rev lights. Also, it is not worth to spend more on the successor - G923, since the only notable difference is the TrueForce system which is basically a vibration motor which does not make much difference and does not work in every game.

Superkart
$310
Like when switching from go-kart to superkart, by buying this tier, you gain a shifter. Granted, it is a bit too plastic, like the wheel, but it works, so you can finally put this clutch pedal to good use. The shifter is only a h-patter one, but you can mod it to be also a sequential if you wish. If you do not care about a shifter (e.g. you prefer Formula or GT races), skip to the next tier to gain belt drive wheel.

Finally, we throw gear driven wheels into the bin and look at belt driven ones. Expect to have less noise and feel more detailed feedback from the wheel. There are compromises however - say goodbye to the shifter and the clutch pedal. If you want both belt drive and a shifter, take a look at the next tier.

Less compromises, more flexibility. We still have this sweet belt driven wheel, but now we get back our clutch pedal and the shifter. As a bonus, shifter now supports sequential mode out of the box. If you can stretch your budget just a tiny bit though, consider upgrading to the next tier which includes load cell brake pedals, that would improve your consistency while braking significantly.

Parts
Thrustmaster T300 RS GT$450
Almost identical to Thrustmaster T300 RS, apart from the GT logo on the wheel and 3 pedal set included instead of the standard 2 pedal one. The wheel is 11" and interchangeable. Belt driven wheel, load cell pedals and a double purpose shifter. There is not much to complain about here, it starts to get serious. As the name suggests, you can easily try online races now. But beware - the 'poor gear' excuse at the end of the race now holds quite poorly! Going past this tier, the improvements will be less obvious and should not improve your consistency that much. However, the next tier upgrades you to direct drive wheel, which should improve immersion a lot.

We are starting to get serious - say hello to a direct drive wheel! This is a cheapest available DD wheelbase on the market now, but it should not be that much different from the way more expensive options. The major difference is the torque, which is 5 Nm by default, but there is a Boost Kit that ups that to 8 Nm. Look at the next tier if you are interested. We also switch the ecosystems from Thrustmaster to Fanatec along the way, gaining the possibility to attach many different wheels to the wheelbase. Look for a round wheel (like the CSL Elite WRC) to try rally, drift, classic and street cars. Formula-style wheel (like the CSL Elite McLaren GT3 V2) would work best for GT and Formula races.

Parts
Fanatec CSL Elite McLaren GT3 V2$200
It is hard to get better bang for your buck if you want to buy a GT-style wheel for the Fanatec ecosystem. The wheel has 11.8" width and it has full leather wrapping over a plastic frame. Hosts metal paddle shifters, 7 buttons, two 12-step rotary switches, 4-way joystick along with 5-step rotary function. Compatible with CSL DD, CSL Elite, CSL Elite PS4, Clubsport, and Podium wheelbases from the Fanatec ecosystem. If you are not that into GT/Formula racing and you want a more universal wheel, see the similarly priced Fanatec CSL Elite Steering Wheel WRC or cheaper CSL Steering Wheel BMW. Both should be great for rally, drift or almost anything else.
Compatibility:
Fanatec CSL DD (5 Nm)$350
The most affordable direct drive wheelbase, full stop. Very hard to buy since the launch, since there is virtually no competition in this price range as for now. Torque depends on the power supply used. This bundle includes the weaker one, so you get 5 Nm, but you can always upgrade the power supply later and unlock the full 8 Nm. Rotation is 2520° (electronically limited, adjustable). Steering axis is made from carbon fibre-enhanced composite. Fanless construction. Wheel position is determined by high-resolution (contactless) Hall sensor. Mounting through T-nut rail system or using optional table clamp, sold separately. Compatibility: PC and Xbox (when using Xbox compatible steering wheel).
Compatibility:
Fanatec CSL LC$200
Three-pedal set containing clutch, brake and throttle. Contactless Hall sensors (12-bit) on both clutch and throttle, adjustable (~10 kg minimum) load cell on the brake. All-metal construction (excluding pedal faces), optional anodised aluminium pedal plates. Pedal position can be adjusted sideways, pedal faces are height-adjustable. Inverted mounting is possible. USB (direct) or RJ12 (through Fanatec wheelbase) connection, both options compatible with PC. Compatible with consoles while connecting via wheelbase.
Compatibility:
Fanatec ClubSport Shifter SQ V1.5$250
Similar to the TH8A shifter, but compatible with the Fanatec ecosystem. It can be used as an H-gate shifter or a sequential shifter, but it cannot be used as a handbrake. H-pattern mode has 7 gears and reverse. Hard-mounting is optional, clamp mount included. Connects through Fanatec base, Fanatec pedals, or directly through USB with the Clubsport Adapter (which is PC-only).

Very similar to the previous tier, but adds the Fanatec Boost Kit for the wheelbase, which allows for 8 Nm of torque. That is high enough to provide you very fine details regarding the car balance and/or the track surface for example, without taking away the immersion by lowering the torque in harder corners. However beware, as this starts to be also high enough not hurt your hands in case of a crash, better start to practice taking hands of the wheel in such case!

For this tier, we upgrade the pedals to the highest possible option in the Fanatec ecosystem. Expect fine build quality, sturdy construction and many upgrade options. One of the interesting ones is the vibration motor connected to the brake pedal that can activate e.g. when ABS turns on to increase immersion and provide additional feedback. Expect a bit lower value, compared to CSL LS pedals, as the cost is almost twice. Consider spending a bit more to go to the next tier which includes Heusinkveld Sprint pedals which seem to be in another league.

As r/simracing always concludes when people discuss different sim racing pedal sets, 'buy once, cry once'. Here is exactly that approach presented in the pedal set selection. You may wonder why they cost almost the half of the whole rig. The reason is that pedals are the most important piece of hardware regarding your consistency. Stiff, well machined pedal set with load cell brake will help you be consistent with your inputs and - along with some practice and skill of course - win every race.

This particular tier if for H-pattern shifters enthusiasts, as it replaces the TH8A with Frex HSHIFT. The shifter is now shorter and better built. That should prevent you from changing the gear without pressing the clutch, which should help to increase the immersion.
